only interested in creating the web site? These days, that's easy.
Or are you interested in getting serious traction for the web site, and running it longer-term? The first is very difficult - especially if you don't have some internet-famous backers, to give you favorable shout-outs and such. The second is a lot of work.
Then there's the question of how you'll pay the bills. Including the lawyers advising you on that "within legal" stuff, and dealing with threatened legal actions against you. Which will include trying to unmask your users' identities, to sue them for defamation directly.
